What should your Google Ads conversion goals reward?

Google Ads conversion goals should reward the customer outcomes your business wants more of, not every action your website can count. For a Hong Kong service business, that means separating initial enquiries from qualified opportunities, checking which actions actually guide bidding, and validating sales feedback before changing the campaign’s target.

A form submission is evidence that someone submitted a form. It is not evidence that the person fits your service, can proceed, or will become a customer. A WhatsApp button click is earlier still: the visitor may never send a message. When these actions share a headline total, an apparently improving report can conceal a weaker sales pipeline.

Start with a simple commercial question: if the advertising system produced more of this exact action, would the sales team welcome it? The answer helps distinguish a useful bidding signal from a useful diagnostic measure. Both deserve attention, but they do not necessarily deserve the same role.

How do primary and secondary actions differ?

In Google Ads, a primary conversion action appears in the Conversions column and is used for bidding when its standard goal is used by the campaign. A secondary action normally appears in All conversions for observation rather than bidding. Google documents an important exception: actions included in a custom goal are used for bidding regardless of their primary or secondary setting.

That exception matters during an audit. Marking a button click as secondary is not enough if a campaign still uses a custom goal containing it. Inspect the campaign’s selected goals as well as the action’s label. Make a short record of the customer event, how it is measured, its reporting column, and whether the campaign can bid towards it. Check the official primary and secondary guidance before changing settings. A label without its campaign context is an incomplete diagnosis.

Which lead stage is reliable enough to optimise?

Choose the deepest useful stage that your team can record consistently and return without an excessive delay. A qualified enquiry might mean an identifiable prospect, a service you actually offer, and a realistic next step agreed with sales. Write the definition before building the import. Otherwise, different colleagues may classify the same conversation differently, creating an unstable signal.

Do not automatically choose completed sales just because they sound more valuable. In a business with a long sales cycle or sparse outcomes, that stage may provide limited timely feedback. Equally, do not promote every enquiry simply because it is abundant. Compare the reliability, frequency and delay of each stage, then decide what the campaign should learn from. Keep the other stages visible for diagnosis. This is a measurement decision before it is a bidding decision, and it needs agreement between whoever manages advertising and whoever handles the enquiries.

How can you check the journey before changing bids?

Trace a controlled enquiry from the landing page through the sales record and into the advertising report. For a form, check that success means the submission completed, rather than that the visitor clicked the submit button. For a messaging link, distinguish the click from an actual conversation. Do not infer conversation quality from a website event that cannot observe it.

  • Identify the real event behind each conversion action, including any imported version of the same event.

  • Check that a repeated page visit or a duplicate import does not create a misleading extra outcome.

  • Confirm the sales status, event time and responsible reviewer in the customer record.

  • Review the campaign’s standard or custom goal selection, not just the account’s headline total.

  • Document what should happen if the data feed stops or sales classifications become inconsistent.

A successful upload proves that data was accepted, not that the business definition was correct. Review recognisable test records and the reporting breakdown before relying on an aggregate chart.

What must be ready for offline lead feedback?

Google’s enhanced conversions for leads checklist covers the connection between website data capture, imported offline events and reporting. It calls for distinct conversion actions for the offline events being tracked, checks on tagging and data preparation, and verification through diagnostics and campaign reports. Its staged approach starts new actions in observation before using validated reporting for optimisation.

For an SME, the practical prerequisite is a dependable sales process. Decide who marks an enquiry as qualified, which record is authoritative, and how corrections are handled. Confirm the applicable customer-data terms and privacy requirements before transferring customer information. Hashing is a technical protection, not a substitute for permission or a clear explanation of data use.

You do not need to rebuild every system before discovering whether the signal is usable. Begin with a narrowly scoped, authorised validation of the data flow. Keep test activity distinguishable from real commercial outcomes, and do not change live bidding simply to prove that an integration runs.

When should you hold the current setup?

Hold a goal change if sales outcomes arrive unpredictably, identifiers cannot be matched reliably, or colleagues disagree about what qualified means. Fixing that ambiguity is more useful than selecting a more sophisticated bid strategy. Avoid changing the measurement definition, budget and bidding approach together: it becomes harder to tell which change affected the result.

Once the signal is validated, agree a controlled transition and a review point that reflects your own conversion delay. Evaluate qualified opportunities and downstream outcomes alongside spend. A fall in the reported conversion total may simply reflect a stricter definition, not deteriorating demand. Keep that explanation visible in your reporting and your paid-media planning.

Should every conversion action be primary?

No. Some actions help diagnose the customer journey without being the outcome you want bidding to pursue. Check the campaign’s goal selection and the custom-goal exception before assuming that secondary means observation only.

Can a WhatsApp click count as a qualified lead?

A click alone does not establish that a conversation took place or that the prospect was suitable. Keep it distinct from a qualified outcome recorded through an appropriate, verified sales-feedback process.

Should we switch to sales immediately?

Not without checking the consistency, frequency and delay of the sales signal. Validate the data first, keep intermediate stages available for analysis, and plan the transition around the campaign’s actual circumstances.

What this means for Hong Kong SMEs

Before adding budget, put your current conversion actions beside the sales team’s definition of a useful enquiry. Identify which event guides each campaign, where duplicate counting could arise, and who owns the missing feedback. That gives your next optimisation decision a commercial basis rather than a prettier dashboard. Use a marketing audit to turn those findings into a clear measurement and campaign-review brief.
